Natural de Vale de Açor, Ponte de Sor. Participou em exposições coletivas com trabalhos de serigrafia e gravura, expôs também individualmente como "J. Rosa Guerra", utilizando técnicas e suportes diversos. Convidado em 1992 pelo seu irmão António Prates a dirigir o Centro Português de Serigrafia, mantém-se no cargo até ao presente.
